आज तकनीक का युग है यह तो निर्विवाद है क्योंकि आप तकनीक के बिना अपनी 24 hrs की गणना नहीं कर सकते हैं!!
यही
कुछ सोचकर University Grant Commission (University Education Development Commission कहना अधिक उपयुक्त) ने NET परीक्षा मे प्रत्यक्ष एवं परोक्ष
दोनो ही रूपों मे आत्मसात किया!!
किन्तु
हमारा राष्ट्र अनूठा राष्ट्र है यहाँ जितना काम कागजों पर होता है उसका कुछ
निश्चित भाग व्यवहार मे हो तो कदाचित उन्नति वास्तविक रूप मे हो सकेगा।
आज
प्रत्येक अच्छे संस्थानों में स्वयं को विश्व के साथ तारतम्य स्थापित करने हेतु PC/लैपटाप/टैबुलेट
आदि का वितरण स्वाभाविक है।
किन्तु
जितना खर्च उस पर किया जाता है साथ ही जिस उद्देश्य (?) से किया जाता है क्या वह
सार्थक एवं उपादेय होता है?
मै
कुछ उदाहरण प्रस्तुत कर रहा हूं- एक महत्वपूर्णशिक्षण संस्था में संस्थाप्रमुख के
पास एक PC को Replace करने हेतु Request आया।
कारण जो बताया गया सुनकर हो सकता है आपको आश्चर्य होगा. लिखा था-’ महोदय यह संगणक
बहुत ज्यादा हैंग करता है कृपया इसे बदलबाने की कृपा करें’ संस्थाप्रमुख नें समस्या
पर गम्भीरतापूर्वक विचार करते हुए 1 साल
पुराने i3 intel के बदले नये के लिये
आदेश दे दिया। एक अन्य उदाहरण देखिये भारतवर्ष के उच्चसंस्थानों में से कई
पदाधिकारी महोदय ऐसे हैं जिन्हें कम्प्यूटर तो दिया गया है पर या तो उसका उपयोग
मेल और टापिंग तक सीमित है या फिर वो भी नही जानते। दूर जाने की क्या जरूरत UGC से आप मेल से सम्पर्क करके देखिये!! अध्ययन संस्थाओं में
करोडों का कम्प्यूटर लैब तैयार किया गया है क्या बच्चे उसका उपयोग कर पाते है?
यदि
बात संस्कृत जगत् की हो तो शायद और भी दयनीय है जहाँ यह तो और भी अपरिहार्य है
क्यों कि कार्यालयीय प्रत्येक कार्य इसी पर आश्रित है। अन्य संस्था से विपरीत यहाँ
अधिकांश कार्य यूनीकोड देवनागरी पर आश्रित है। किन्तु इसका अर्थ यह नही कि इसे
मात्र टाइपिंग यन्त्र बना दिया जाय। छात्रों के लिये पाठ्यक्रम तो निर्धारित की
गयी है पर क्या कोई यह दावा कर सकता है कि ये छात्र वास्तविक रूप से इसे जान पाते
है?
उपाय
क्या है? उपाय सहज है सभी कर्मचारियों शिक्षकों को सर्वप्रथम कार्यालयीय उपकरण यथा
कम्प्यूटर, जिराक्स, स्कैन, प्रिंटिग आदि के सामान्य उपयोग का प्रशिक्षण दिया जाय
साथ ही एक वास्तविक तकनीकि विशेषज्ञ को सहायता हेतु रखा जाय, उसके बाद यदि करोडो
का खर्च तकनीकि सन्दर्भ मे किया जाएगा तो उसका लाभ वास्तविक रूप से हो पाएगा
अन्यथा मैं निश्शङ्क भाव से कह सकता हूं कि संसाधन का दुरुपयोग ही इसे कहा जाएगा।

How To Prepare Civil Services Aptitude Test for IAS 2011
The difference between success and failure is doing a thing nearly right and doing a thing exactly right. Persistence gives confidence and continued right mental attitude followed by consistent action will bring success. The civil services require a candidate who has the clarity of vision and tenacity in efforts. The modern administrative systems face multiple push and pulls from different directions and challenges are truly diverse in character. As the nature of challenges take new shape, the bureaucratic mechanism has to adapt itself to perform its roles and responsibilities effectively. The UPSC is making continuous efforts to improve the selection process and that is why the syllabus of Civil services Examination has been changed thrice during the last decade.
The Civil Services Aptitude Test (CSAT) was initially proposed in the Report of the Civil Services Examination Review Committee, 2001, also known as the Professor Y. K. Alagh Committee Report. The committee, after its study of the officers selected, concluded that a mismatch exists between the “Suitability or Aptitude of Civil Servants and the Needs of Services”. Taking a step in the right direction, the Government has finally decided to introduce the Civil Services Aptitude Test (CSAT) to recruit Civil Servants in the forthcoming examination.
The new pattern of examination aims to test a candidate from the ethical and moral dimensions of civil services, that is, whether he or she has the aptitude to become a part of the steel frame of India. People looking for easy fame, money and power will be filtered out. It is specifically meant to prevent their entry into civil services. The recent change in the pattern of civil services examination must be seen in the same light.
Today the students are facing immense problem because no detailed guidelines have been released and some of the topics are entirely. Everybody wants to know what is CSAT and how to prepare CSAT. We have discussed the issue of CSAT with many of the eminent persons associated with Civil Services Examination, some are associated with UPSC in different capacities and on the basis of these interactions it has come to light that CSAT is neither CAT nor Bank PO. The questions will have similarities with CAT but context and outlook of the problems would be revolving around the civil services arena.

In India, a official Central Government Publication named Gazette publishes the promotions of certain government official. Those officers whose name appears in Gazette are termed as Gazetted Officers.
Indian Govt has employees classified as class 1 to class 4. All class 1 employees are Gazetted officers.

An officer who is appointed under the seal of the governor at the state level & the President under the national level, & whose appointed requires to be and is notified in the Indian Gazzette or the state governmenmt gazzette is termed as a gazzetted officer.

FLAG CODE OF INDIA
The Indian National Flag represents the hopes and aspirations of the people of India. It is the
symbol of our national pride. Over the last five decades, several people including members of armed
forces have ungrudgingly laid down their lives to keep the tricolour flying in its full glory.
The significance of the colours and the chakra in the National Flag was amply described by
Dr. S. Radhakrishnan in the Constituent Assembly which unanimously adopted the National Flag.
Dr. S. Radhakrishnan explained—“Bhagwa or the saffron colour denotes renunciation of
disinterestedness. Our leaders must be indifferent to material gains and dedicate themselves to their
work. The white in the centre is light, the path of truth to guide our conduct. The green shows our
relation to soil, our relation to the plant life here on which all other life depends. The Ashoka Wheel
in the center of the white is the wheel of the law of dharma. Truth or satya, dharma or virtue ought to
be the controlling principles of those who work under this flag. Again, the wheel denotes motion.
There is death in stagnation. There is life in movement. India should no more resist change, it must
move and go forward. The wheel represents the dynamism of a peaceful change.”
There is universal affection and respect for, and loyalty to, the National Flag. Yet, a
perceptible lack of awareness is often noticed, not only amongst people but also in the
organisations/agencies of the government, in regard to laws, practices and conventions that apply to
the display of the National Flag. Apart from non-statutory instructions issued by the Government
from time to time, display of the National Flag is governed by the provisions of the Emblems and
Names (Prevention of Improper Use) Act, 1950 (No.12 of 1950) and the Prevention of Insults to
National Honour Act, 1971 (No. 69 of 1971). Flag Code of India, 2002 is an attempt to bring together
all such laws, conventions, practices and instructions for the guidance and benefit of all concerned.
For the sake of convenience, Flag Code of India, 2002, has been divided into three parts. Part I
of the Code contains general description of the National Flag. Part II of the Code is devoted to the
display of the National Flag by members of public, private organizations, educational institutions, etc.
Part III of the Code relates to display of the National Flag by Central and State governments and their
organisations and agencies.
